However, the experts are hoping to speed up this process from the ground.
By ploughing chemicals into the clouds that will lower the temperature of the clouds which will ultimately give more material for the moisture to build on.
They hope that this will speed the process up and rain sooner.

Bart Geerts, a professor of atmospheric science at the University of Wyoming, told Business Insider that although ‘cloud-seeding’ could work, he is not completely optimistic.
Mr Geerts said: "I think the verdict is still out.”
However, he said that “even a 10 per cent increase in rainfall or snowfall may be worth the expense.”

N. Korea: US has crossed red line, relations on war footing

PYONGYANG, North Korea (AP) — North Korea's top diplomat for U.S. affairs told The Associated Press Thursday that Washington "crossed the red line" and effectively declared war by putting leader Kim Jong Un on its list of sanctioned individuals, and said a vicious showdown could erupt if the U.S. and South Korea hold annual war games as planned next month.

Han Song Ryol, director-general of the U.S. affairs department at the North's Foreign Ministry, said in an interview that recent U.S. actions have put the situation on the Korean Peninsula on a war footing.

The United States and South Korea regularly conduct joint military exercises south of the Demilitarized Zone, and Pyongyang typically responds to them with tough talk and threats of retaliation.

Han said North Korea believes the nature of the maneuvers has become openly aggressive because they reportedly now include training designed to prepare troops for the invasion of the North's capital and "decapitation strikes" aimed at killing its top leadership.

Han says designating Kim himself for sanctions was the final straw.

"The Obama administration went so far to have the impudence to challenge the supreme dignity of the DPRK in order to get rid of its unfavorable position during the political and military showdown with the DPRK," Han said, using the acronym for North Korea's official name, the Democratic People's Republic of Korea.

"The United States has crossed the red line in our showdown," he said. "We regard this thrice-cursed crime as a declaration of war."

Although North Korea had already been heavily sanctioned internationally for its nuclear weapons and long-range missile development programs, Washington's announcement on July 6 was the first time Kim Jong Un has been personally sanctioned.

Less than a week later, Pyongyang cut off its final official means of communications with Washington — known as the New York channel. Han said Pyongyang has made it clear that everything between the two must now be dealt with under "war law."

Kim and 10 others were put on the list of sanctioned individuals in connection with alleged human rights abuses, documented by the United Nations Human Rights Commission, that include a network of political prisons and harsh treatment of any kind of political dissent in the authoritarian state. U.S. State Department officials said the sanctions were intended in part to highlight those responsible for the abuses and to pressure lower-ranking officials to think twice before carrying them out.

Daniel Rushing treats himself to a Krispy Kreme doughnut every other Wednesday. He used to eat them in his car.

Not anymore.

Not since a pair of Orlando police officers pulled him over, spotted four tiny flakes of glaze on his floorboard and arrested him, saying they were pieces of crystal methamphetamine.

The officers did two roadside drug tests and both came back positive for the illegal substance, according to his arrest report.
He was handcuffed, arrested, taken to the county jail and strip searched, he said.

A state crime lab, however, did another test several weeks later and cleared him.

"It was incredible," he said. "It feels scary when you haven't done anything wrong and get arrested. … It's just a terrible feeling."
Rushing, 64, of Orlando was arrested about 1 p.m. Dec. 11 at Robinson Street and Parramore Avenue. He had just dropped off a neighbor at the hospital for a chemotherapy session — something he did every Friday, he said — then went to the 7-Eleven store at 938 W. Colonial Drive to give another friend a ride home, he said.

She's elderly, a church friend and works there.

The officer who made the arrest, Cpl. Shelby Riggs-Hopkins, an eight-year department veteran, had staked out the 7-Eleven because of complaints about drug activity, she wrote in her report.

She pulled over Rushing because he failed to come to a full stop before pulling out of the convenience store parking lot and because he was driving 42 mph in a 30 mph zone, according to her report.

When Rushing opened his wallet, she saw that he had a concealed weapons permit, she wrote. He told her that he had a gun, and she asked him to step out of his car, a small Chevy.

That's when she spotted "a rock like substance on the floor board where his feet were," she wrote.

"I recognized through my eleven years of training and experience as a law enforcement officer the substance to be some sort of narcotic," she wrote.

She asked for permission to search his vehicle, the report says, and Rushing agreed.

"I didn't have anything to hide," he said. "I'll never let anyone search my car again."

Riggs-Hopkins and other officers spotted three other pieces of the suspicious substance in his car, according to the report.
"I kept telling them, 'That's … glaze from a doughnut. … They tried to say it was crack cocaine at first, then they said, 'No, it's meth, crystal meth.'"

His arrest report confirms that he tried to tell them.

"Rushing stated that the substance is sugar from a Krispie Kreme Donut that he ate," Riggs-Hopkins wrote.
She booked him into the county jail on a charge of possession of methamphetamine with a firearm. He was locked up for about 10 hours before his release on $2,500 bond, he said.

According to FDLE, an analyst in its Orlando crime lab did not try to identify what police found in his car. She only checked to determine whether it was an illegal drug and confirmed that it was not.

Three days later, the State Attorney's Office in Orlando filed paperwork, saying that it was dropping the case.
Rushing, who retired after 25 years as an Orlando parks department employee, has hired a lawyer and is asking the city to pay him damages.

"I got arrested for no reason at all," he said.

He has not spelled out how much money he wants, but attorney William Ruffier says he expects to file suit next month.

The Orlando Police Department did not explain why the two drug field tests that Riggs-Hopkins conducted were wrong.

When asked how many other road-side drug tests have produced false positive results, an OPD spokeswoman wrote, "At this time, we have no responsive records. … There is no mechanism in place for easily tracking the number of, or results of, field drug testing."
FDLE spokeswoman Molly Best wrote that her agency has no information about the prevalence of false-positive field drug tests.

The New York Times reported on July 7 that its review of FDLE data showed that 21 percent of the time, drug evidence that was listed by local authorities as methamphetamine turned out to be something else.

‘Sexual Predator’ Lena Dunham Speaks at DNC as ‘Sexual Assault Survivor’

In the world of sexual behavior, experts says it's not unusual.

"This type of touching and exploration is relatively common," says Debby Hebernick, associate professor in Indiana University's School of Public Health and author of Sex Made Easy. "It's common for young children to explore their own bodies and even those of friends or siblings in this way. That doesn't mean it's OK. And it's just as common for parents, teachers and caregivers to set boundaries and to teach children what's OK and what's not OK."

Hebernick didn't consider Dunham's passages titillating. . "There's not even anything sexual here," she says. "This is touching of the genitals. And the way the vast majority of times that children and adults touch their genitals has nothing to do with sex."

The American Academy of Pediatrics says parents should expect touching to happen. HealthyChildren.org, overseen by the Academy, writes in its Ages and Stagesguidelines that at 4 to 5 years of age a child might show an interest in touching "her own genitals and may even show an interest in the genitals of other children."

Susan Segal, a Washington, D.C., sex therapist who has treated many sexual abuse victims, says, "Do I think it's sexual abuse? I really don't. It's a sensitive issue, but I don't think it's abuse. I think the way she wrote about it was very flip. Seven-year-olds do get into looking at each others' bodies – that's pretty natural between 5 and 7."

Segal has watched Girls, Dunham's HBO show, and says, "When I read it, it seemed strange and sort of funny. I think she's got a droll sense of humor and got called on it around a sensitive issue."

Laura Berman, Chicago-based sex and relationship therapist and host of theUncovered radio show, says, "If it's sexual in nature, if there is the intent to arouse or be aroused, even if it's not fully articulated, then it is a gray line. It's not very black and white."

She says it's difficult to know exactly what went on based on a few passages in a book.

"We could make up a whole story of how Lena was molested. We could paint these behaviors and slant them toward red flags for sexual abuse. But they could just as easily be totally innocent, non-sexual, non-molesting exploratory behaviors." On the face of it, says Berman, "I don't think anything presented is necessarily a huge red flag."

Reports of an explosion spark an armed response as Germany remains
on edge after a suicide bombing and a mass shooting.

Armed police were deployed to a centre for migrants in a German town after
reports of an explosion. Police later said they had arrived at the scene in Zirndorf
to find a suitcase on fire at around 1.15pm UK time.

There was no indication that explosives were detonated, but it is thought at least
one aerosol spray can in the suitcase may have blown up.

spotted acting suspiciously.

Police spokesman Nils Matthiesen said at the time: "It's possible that the missing man has hidden
something in the shopping centre. It could be a device or some other dangerous item."
The man is said to have made sympathetic comments about a gunman who killed nine people in
Munich on Friday.

He also spoke about Islamic State after he was arrested previously in connection to several thefts,
but is not known to have any ties to the group.

Gunman's friend arrested for 'planning school attack'.
A 15-year-old was arrested in Baden-Württemberg on Tuesday on suspicion of planning
to carry out an attack on his school, police announced on Wednesday evening.

The boy had reportedly been in contact with Ali David Sonboly, the teenager who shot nin
people and then himself in Munich last Friday, via an online gaming forum.

Police were alerted to the boy's plans by a private individual who had been carrying out
independent research on Sonboly, they said in a statement.

...When interrogated, the boy admitted he had at one point been planning an attack on his
school, due to suffering problems in his personal and school life, but said that he had since
rejected the idea.

The 15-year-old has been taken into a youth psychiatric facility and police have confiscated
the evidence, including electronic devices. It is thought that, like Sonboly, the boy frequently
played first-person shooter video games.
