At a press conference in Melbourne on Thursday afternoon, police chief Graham Ashton said that a woman, a man and a young child had died after being struck by the car and that the death toll could rise.
“Currently five people are critically injured,” Ashton said. “At the moment, we could expect numbers to rise.”
Among the critically injured is a three-month-old baby, who was undergoing surgery on Thursday afternoon at Melbourne’s Royal Children’s Hospital.
Ashton said police took the baby to hospital themselves.
“Police ended up taking that child to hospital in the police car because we couldn’t wait for the ambulance to arrive, such was the condition of the child and that child is currently, that infant child is currently in a critical condition at hospital at the moment,” he said.
In total, 18 people are confirmed to have been hit by the car, Ashton said. Others are receiving treatment after witnessing and assisting with the incident, with 24 people hospitalised in total.

Among the injured are children aged two, nine and 12, who are receiving treatment at the Royal Melbourne Children’s Hospital.
Ashton said the man was not associated to any terrorism-related activities but was known to police.
“What we do know of the person is there is an extensive family violence history involved,” he said. “He has come to our attention on many occasions in the past. We have mental health and drug-related issues in the background of this particular person. He has been coming to our attention more recently over recent days in relation to assaults, family violence-related assaults.”
The Victorian premier, Daniel Andrews, stressed that the absence of a terrorism or organised crime connection meant that the city was safe now the alleged driver of the car was in custody.
Andrews also praised the work of emergency services, particularly police and paramedics.

At some point, the suspect had picked up a woman, who was in the car during the earlier chase with police. The woman got out of the car on the bridge, which is a long, busy expanse of road without a pedestrian walkway.
Ashton said police were still investigating whether the woman was being held hostage, because she was not believed to be connected to the suspect in any way.
After crossing the bridge, the suspect drove into the city about 1.45pm. Bystanders videoed a maroon Holden Commodore doing burnouts at the intersection of Flinders Street and Swanston Street, out the front of Flinders Street train station.
It then headed up Swanston Street and, after four blocks, turned left into Bourke Street mall.

“At that point, as we understand to date, that vehicle has commenced to hit pedestrians,” Ashton said. “We believe at this point in time that we suspect that is intentionally hitting pedestrians.”
The car sped along Bourke Street, Ashton said, crossing Elizabeth Street and continuing to hit passengers, before police rammed the car and took the man into custody.
Swanston and Bourke Streets are among the busiest in the city, particularly around lunch time. Ashton said police believed there were hundreds of witnesses and had called in extra detectives to take statements. Tommy Chin, a security researcher at cybersecurity consultancy firm Grimm, and Peter Muller, a graduate student at the Rochester Institute of Technology, decided to test this theory experimentally, by analysing people’s brainwaves before and after drinking shots of Fireball, a cinnamon-flavoured whisky.

“Brainwaves can be easily manipulated by external influences such as drugs [like] opioids, caffeine, and alcohol,” Chin says. “This manipulation makes it a significant challenge to verify the authenticity of the user because they drank an immense amount of alcohol or caffeinated drink.”

Chin and Muller presented their findings at security conference ShmooCon in Washington DC, last weekend, with initial results from a small number of tests indicating that brainwave authentication accuracy could fall to 33 per cent in inebriated users. They recruited more participants at SchmooCon to gather more data.

The problem is not confined to drink and drugs. John Chuang at the University of California, Berkeley, last year published research into the impact of exercise on EEG authentication and found that accuracy degrades immediately after a workout (though it quickly recovered). He suggests that other factors such as hunger, stress or fatigue could also reduce reliability.

“Depending on the application, it may be a wonderful feature that a drunk person cannot authenticate into a system after they have had too many drinks,” Chuang says.

These people have been through it!  Several hours earlier, there were a series of earthquakes that closed schools, and could be responsible for setting off this avalanche that buried a hotel, possibly killing as many as 30 people inside.

Rescuers, who needed skis and a helicopter to reach the hotel because of more than two meters of snow on the ground, already reported one person found outside the hotel had died and another was taken to the hospital to be treated for hypothermia in serious condition but is expected to survive.

ISLAMABAD (Reuters) - A jailed Pakistani doctor believed to have helped the CIA hunt down al Qaeda leader Osama bin Laden will be neither released nor handed to the United States, Pakistan's law minister has told legislators, media reported on Wednesday.
 
Dr. Shakil Afridi, hailed as a hero by U.S. officials, was arrested after U.S. forces killed bin Laden in May 2011 in a secret raid in a northern Pakistani town that plunged relations between the uneasy strategic partners to a new low.
 
Pakistan has accused the doctor of running a fake vaccination campaign in which he collected DNA samples to help the U.S. Central Intelligence Agency (CIA) confirm bin Laden's identity.
 
Afridi was arrested soon after the bin Laden raid and charged with having ties to militant Islamists, which he denied.
 
"The law is taking its course and Afridi is having full opportunity of a fair trial," the Daily Times newspaper quoted Law Minister Zahid Hamid as telling the upper house, in response to a lawmaker's query about reports of a possible release.
 
"Afridi worked against the law and our national interest, and the Pakistan government has repeatedly been telling the United States that under our law he committed a crime and was facing the law."
 
In 2012, Afridi was sentenced to 33 years in prison after being convicted of being a member of militant group Lashkar-e-Islam.
 
That conviction was overturned in 2013, but Afridi was then charged with murder, relating to the death of a patient eight years earlier. He remains in jail awaiting trial.
 
Many Pakistanis were infuriated by the U.S. raid to grab bin Laden in the military garrison town of Abbottabad, just a two-hour drive from Islamabad, the capital.
 
Pakistani officials describe bin Laden's long presence in Abbottabad as a security lapse and reject any suggestion that members of the military or intelligence services were complicit in hiding him.
 
Last May, Pakistan's foreign ministry angrily criticised U.S. President-elect Donald Trump for saying he could get Pakistan to free Afridi "within two minutes".

This technique has been approved in the UK as a way to bypass a baby inheriting harmful mitochondrial diseases, but Zukin’s team used the method to treat embryo arrest – a condition in which fertilised eggs stop growing after generating only a few cells.

The idea is that there are factors within a cell that can help or hinder fertility – such as enzymes that help cells grow and divide. By placing a pronucleus from the mother – which contains her chromosomal DNA plus that of the father – into the egg of a donor, the team may have found a way to get around whatever was causing the early arrest.

Testing has revealed that the baby does indeed have DNA from both her parents, and the donor egg, says the clinic.

“It’s good news the child seems healthy, and that the procedure in this case seems safe, at least until birth,” says Bert Smeets, a fertility expert at Maastricht University in the Netherlands. This may be a treatment that can treat various infertility problems caused by issues with an egg’s cytoplasm, but it won’t be the solution for all female fertility problems, he says.

But there are questions over whether it’s appropriate to use this technique – which carries unknown risks – to treat infertility, says Smeets.

The baby is the second born using this particular three-parent-baby technique. The first, born in Mexico last year, was made using this method to avoid it inheriting a serious hereditary disease called Leigh Syndrome.

While the UK was the first country to legally approve the use of this technique, it has not been tried in the UK yet. The Nadiya clinic is expecting a second baby in March.
