Police failings left Rotherham predator Arshid Hussain free to abuse girls

'Multiple failings left a violent predator free to target, groom and sexually abuse vulnerable children
in Rotherham, a report by the police watchdog has found.

South Yorkshire police knew in 2000 that Arshid Hussain had “a number of relationships with young girls
in foster care”. The force took no action against him until one of his child victims, Sammy Woodhouse,
told her story to The Times in 2013.

Her account, using the pseudonym Jessica, triggered the inquiry that exposed the town’s child exploitation
scandal, finding that 1,400 girls suffered appalling abuse by groups of men who were “almost all” of
Pakistani heritage.
Hussain, 45, was jailed for 35 years in 2016 for 23 offences against nine girls including Ms Woodhouse.

The judge said his victims were “targeted, sexualised and in some cases subjected to acts of a degrading
and violent nature”.

After five years the Independent Office for Police Conduct released its rulings this week on complaints by
Ms Woodhouse against the South Yorkshire force. It upheld a complaint that police failed to “deal appropriately
with information which may have led to a suspect being prosecuted at an earlier stage, thereby exposing other
children to abuse”.

The report reveals that in March 2000, an entry in the force intelligence system stated there were concerns
about Hussain and young girls and that he “is at present involved in a relationship with Samantha Woodhouse
[then 14], who is pregnant by him”.

It said: “Hussain . . . has, in the past, had a number of relationships with young girls who are in foster care.
He targets young, vulnerable women.”

Records show police arranged a deal that month by which Hussain agreed to deliver Ms Woodhouse, who
was missing from home, to officers. He was neither questioned, nor arrested.

The watchdog said the police constable thought to have brokered the handover, at a petrol station, Hassan
Ali, would have been served with a gross misconduct notice, but died in 2015.

In June 2000 a multi-agency meeting discussed Hussain, his brothers and girls who were being exploited.
A social worker’s report identified several children, including Ms Woodhouse, as “girls Arshid Hussain uses
for sex”.

It was agreed to meet again in September but there is no evidence it took place.
A social worker told the watchdog: “There was no movement with taking action against the perpetrators,
including the Hussain brothers.”

Ms Woodhouse, said to be immature and “very naive”, entered foster care in July 2000 but could still spend
time with her abuser. Her foster carer recalled she had an “older boyfriend” but believed that social services
“were content with the relationship”.

The girl’s allocated social worker had a “large caseload” and “did not have time to read up on her history and
background”. She later discovered that Hussain, then 25, who had been jailed for robbery, affray, violent disorder
and intimidation, was married with four children.

“It appeared everyone had a lot of information . . . but no one seemed to co-ordinate it,” the social worker added.
Ms Woodhouse said the 66-page report was a “bittersweet moment”. “I’ve been waiting 19 years for this. It shows
that if professionals had taken action when I was a child, the suffering of so many more girls and their families
could have been prevented.
Far too many lives have been ruined.”

South Yorkshire police has accepted the findings. No police officer faces any disciplinary charges. It was “deeply
sorry that Sammy was not identified as a victim at the time of the abuse against her”. Lauren Poultney, assistant
chief constable, said owing to her bravery police had a “deeper understanding of the issues”.
“That said, Sammy should not have had to suffer,” she added...'

Two men arrested in Pall Mall over suspected terror plot



'Two men seen acting suspiciously in Westminster have been arrested over a suspected terror plot.
The pair, both aged 34 and from east London, were held in Pall Mall, which connects Trafalgar
Square to St James's Street, shortly after midnight.

Officers searched both men and the vehicle.
They were arrested on suspicion of the preparation of terrorist acts, contrary to section five of the
Terrorism Act 2006. The Met Police's counter-terror unit is leading the investigation.

'Be vigilant'
Commander Richard Smith said: "Every day, police officers are on patrol across the capital,
watching for suspicious behaviour and stopping people they suspect may be involved in criminality.

"The public can help us continue to keep London safe by being vigilant and reporting any suspicious
behaviour to police." The UK terror threat level was escalated from "substantial" to "severe" last week,
meaning an attack on UK soil is now deemed "highly likely".

Home Secretary Priti Patel said the decision was a "precautionary measure" following suspected
Islamist attacks in Austria and France...'
