It's possible that he was triggered, but implants are not the way triggering works. The subject is mentally conditioned, sort of a waking hypnosis, and a trigger is emplaced as a post hypnotic suggestion that can be activated in a variety of ways, such as a phrase or tone in a mystery phone call or a series of apparently "random" light flashes. No actual hardware, like implants, need apply.
As I said, it's possible he was, but I don't really think so - I think he was just batshit crazy and no one cared, lest they intrude upon his diversity.
