6.2 Earthquake strikes central Italy

In the coverage of this event, I've seen dozens or even hundreds of foot-thick concrete walls laying in ruins as rubble... and I have not seen the first bit of re-bar sticking out of the destroyed concrete. Are there no building codes in Italy, considering the potential for earthquakes there?
