Ah yes, and what about HAARP?

There are so many controversial claims surrounding HAARP, that anyone who says it can manipulate the environment are once again, called conspiracy theorists.

However, many indications point to that yes, HAARP can be used to control part of the environment.  


But first, what is HAARP?


HAARP:

The High Frequency Active Auroral Research Program (HAARP) was an ionospheric research program jointly funded by the U.S. Air Force, the U.S. Navy, the University of Alaska[clarification needed], and the Defense Advanced Research Projects Agency (DARPA),[1] designed and built by BAE Advanced Technologies (BAEAT).

Its purpose was to analyze the ionosphere and investigate the potential for developing ionospheric enhancement technology for radio communications and surveillance.[2] The HAARP program operated a major sub-arctic facility, named the HAARP Research Station, on an Air Force-owned site near Gakona, Alaska.

The most prominent instrument at the HAARP Station is the Ionospheric Research Instrument (IRI), a high-power radio frequency transmitter facility operating in the high frequency (HF) band. The IRI is used to temporarily excite a limited area of the ionosphere. Other instruments, such as a VHF and a UHF radar, a fluxgate magnetometer, a digisonde (an ionospheric sounding device), and an induction magnetometer, were used to study the physical processes that occur in the excited region.

RESEARCH, THE GOAL:

HAARP's main goal is basic science research of the uppermost portion of the atmosphere, termed the ionosphere. Essentially a transition between the atmosphere and the magnetosphere, the ionosphere is where the atmosphere is thin enough that the sun's X-rays and UV rays can reach it, but thick enough that there are still enough molecules present to absorb those rays. Consequently, the ionosphere consists of a rapid increase in density of free electrons, beginning at ~70 km, reaching a peak at ~300 km, and then falling off again as the atmosphere disappears entirely by ~1,000 km.
Various aspects of HAARP can study all of the main layers of the ionosphere.
The profile of the ionosphere is highly variable, changing constantly on timescales of minutes, hours, days, seasons, and years. This profile becomes even more complex near Earth's magnetic poles, where the nearly vertical alignment and intensity of earth's magnetic field can cause physical effects like aurorae.

The ionosphere is traditionally very difficult to measure. Balloons cannot reach it because the air is too thin, but satellites cannot orbit there because the air is still too thick. Hence, most experiments on the ionosphere give only small pieces of information.

HAARP approaches the study of the ionosphere by following in the footsteps of an ionospheric heater called EISCAT near Tromsø, Norway. There, scientists pioneered exploration of the ionosphere by perturbing it with radio waves in the 2–10 MHz range, and studying how the ionosphere reacts. HAARP performs the same functions but with more power and a more flexible and agile HF beam.

Where the conspiracy theories come in to play is, there are many people who claim that HAARP is to blame for triggering catastrophes such as floods, droughts, hurricanes, thunderstorms, earthquakes in Iran, Pakistan, Haiti, Turkey, Greece and the Philippines, major power outages, the downing of TWA Flight 800, Gulf War syndrome, and chronic fatigue syndrome.

Of course, the U.S. could never admit if HAARP was capable of triggering EQ in other countries, for that would be in violation of the U.N. treaty that was set forth in the 70's, stating that countries could not use weather as a weapon.
Therefore, no way would the Military state otherwise.

HAARP: Secret Weapon Used For Weather Modification, Electromagnetic Warfare

HAARP (High Frequency Active Auroral Research Program) is a little-known, yet critically important U.S. military defense program which has generated quite a bit of controversy over the years in certain circles. Though denied by HAARP officials, some respected researchers allege that secret electromagnetic warfare capabilities of HAARP are designed to forward the US military’s stated goal of achieving full-spectrum dominance by the year 2020. According to the official HAARP website, “HAARP is a scientific endeavor aimed at studying the properties and behavior of the ionosphere, with particular emphasis on being able to understand and use it to enhance communications and surveillance systems for both civilian and defense purposes.” The ionosphere is the delicate upper layer of our atmosphere which ranges from about 30 miles (50 km) to 600 miles (1,000 km) above the surface of the Earth.

The HAARP website acknowledges that experiments are conducted which use electromagnetic frequencies to fire pulsed, directed energy beams in order to “temporarily excite a limited area of the ionosphere.”

Some scientists state that purposefully disturbing this sensitive layer could have major and even disastrous consequences.

Concerned HAARP researchers like Dr. Michel Chossudovsky of the University of Ottawa and Alaska’s Dr. Nick Begich (son of a US Congressman) present evidence suggesting that these disturbances can even cause tsunamis and earthquakes.

Air Force Bombshell: Admits They Can Control Weather – HAARP

While HAARP and weather control has been called a conspiracy theory by the mainstream media and government officials, during a Senate hearing on Wednesday, David Walker, deputy assistant secretary of the Air Force for science, technology and engineering, dropped a bombshell in answer to a question asked by Lisa Murkowski in relation to the dismantling of the $300 million High Frequency Active Auroral Research Program in Gakona this summer.

Walker said this is “not an area that we have any need for in the future” and it would not be a good use of Air Force research funds to keep HAARP going. “We’re moving on to other ways of managing the ionosphere, which the HAARP was really designed to do,” he said. “To inject energy into the ionosphere to be able to actually control it. But that work has been completed.”
Many believe HAARP was created and has been used for weather control, with enough juice to trigger hurricanes, tornadoes and earthquakes and comments such as this bring about the question of whether conspiracy theorists are more on target than anyone has admitted to date.

This is not the first time a public official has acknowledged that HAARP and weather control is not only possible, but has been and continues to be, used as a “super weapon,” as evidenced by a statement in 1997 by former U.S. Defense Secretary William Cohen, where he said..... “Others [terrorists] are engaging even in an eco-type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves… So there are plenty of ingenious minds out there that are at work finding ways in which they can wreak terror upon other nations…It’s real, and that’s the reason why we have to intensify our [counterterrorism] efforts.”

Is it still just a conspiracy theory if public officials admit it is true?

About Project Seal:

The United States and New Zealand conducted secret tests of a "tsunami bomb" designed to destroy coastal cities by using underwater blasts to trigger massive tidal waves

The tests were carried out in waters around New Caledonia and Auckland during the Second World War and showed that the weapon was feasible and a series of 10 large offshore blasts could potentially create a 33-foot tsunami capable of inundating a small city.

The top secret operation, code-named "Project Seal", tested the doomsday device as a possible rival to the nuclear bomb. About 3,700 bombs were exploded during the tests, first in New Caledonia and later at Whangaparaoa Peninsula, near Auckland.

The plans came to light during research by a New Zealand author and film-maker, Ray Waru, who examined military files buried in the national archives.

"Presumably if the atomic bomb had not worked as well as it did, we might have been tsunami-ing people," said Mr Waru.

"It was absolutely astonishing. First that anyone would come up with the idea of developing a weapon of mass destruction based on a tsunami ... and also that New Zealand seems to have successfully developed it to the degree that it might have worked."

The project was launched in June 1944 after a US naval officer, E A Gibson, noticed that blasting operations to clear coral reefs around Pacific islands sometimes produced a large wave, raising the possibility of creating a "tsunami bomb".

'Tsunami Bomb' Created by US Military

The military has a long and honorable history, but part of that history includes some weapons' experiments that in hindsight seem downright wacky, and some even evil.

Everything from a "gay bomb" that tried to incapacitate soldiers through uncontrollable homosexual urges to extrasensory perception (ESP) experiments that attempted to give soldiers psychic vision have been the subject of serious — and failed — military investigations.

And during World War II, the U.S. military devised a way to create a "tsunami bomb," reports the British newspaper the Daily Telegraph.
The tsunami bomb, developed in cooperation with authorities in New Zealand, was designed to inundate an enemy city under a 33-foot (10-meter) tsunami wave. Code-named "Project Seal," the top-secret military operation was created in 1944 after E. A. Gibson, a U.S. naval officer, noticed how using explosives to destroy coral reefs around Pacific islands would often generate large waves, reports the Daily Telegraph.

A series of tests were conducted around New Zealand during the war to evaluate the feasibility of the tsunami bomb — and when done correctly, it worked, according to Ray Waru, a New Zealand author whose book, "Secrets and Treasures" (Random House, 2012), outlines some of the military's lesser-known follies, including extensive UFO investigations.

Apparently, the correct way to create a large tsunami wave is through not one, but several bombs using some 2,200 tons (2 million kilograms) of explosives arrayed in a line about 5 miles (8 kilometers) offshore, according to the Daily Telegraph.
