Nope, the program has merely expired in it's legal date and efforts to re-jig it are ongoing.
The actual amount of potential children effected by the CHIP expiration -according to Business
Insider, is two million, but the policy is being overhauled.

is still without power. That's regular mains power and the Utility companies are there setting
