France Passes Law Saying Children Can Consent To Sex With Adults.

I checked the initial post and at first, it looked like it was Fake News.
However, the proposal did exist and was only dropped after Parliamentary discussion.
Normal people wouldn't even ponder the idea.

France tightens rules on sex with minors but stops short of creating a legal age of consent.

'France’s parliament has passed a law to tighten laws on child rape but sparked ire among rights groups
by dropping an earlier plan to set a legal age of sexual consent. The bill followed outrage over two recent court
cases in which prosecutors refused to try two men for the rape of 11-year old girls because there was no proof
of coercion.

It was narrowly passed in the National Assembly thanks to support from President Emmanuel Macron’s ruling
LREM party.  But after a heated debate over night, MPs decided to stop short of creating what would have been
France's first law on a legal age below which a minor cannot agree to a sexual relationship with an adult.
The proposal had been to set the age at 15. 

Instead, they created a new offence of “sexual violation of a minor by penetration”, punishable by 10 years in prison.
That is a shorter sentence than the 15 to 20 years reserved for rape offences -classified as "any acts of sexual
penetration committed on someone with violence, coercion, threat or surprise".

The new offence states that relations between an adult and a minor of 15 or younger can be classified as rape if
there is "abuse of the victim's vulnerability" and if she or he "lacks the necessary discernment to consent”.

The government had little choice but to drop earlier plans to simply introduce a strict minimum age after France's
highest administrative court, the Council of State, warned it could undermine the defendant's presumption of
innocence and risked being declared unconstitutional. 

But opposition MPs from all sides slammed the resulting law as “ambiguous” and one that “sends the wrong
message to society".

The debate descended into a slanging match when one Right-wing MP, Fabien Di Filippo, accused gender equality
minister, Marlène Schiappa of "putting her libertarian conception of sexual relations, including between minors and
adults, before the protection of children". 

She accused Mr Di Filippo in turn of “sexism”, “crass misogyny” and "deep ignorance of what women's freedom
means". But other parties were also unhappy. The Socialists said the law "neither satisfies associations nor the judicial
world" and the Communists said it "maintains an aura of ambiguity".

Women's rights groups, meanwhile, have reacted angrily.

They are concerned that the new law will push judges to classify cases of abuse as sexual assault rather than rape if
"surprise and coercion" cannot be proved. A petition they published online this week entitled "Rape is a crime" has
already gained 100,000 signatures.
Justice minister Nicole Belloubet denied the law was a fudge.

”We are tightening the net so that rape can be more easily proven," she told Europe 1 radio. She said she was convinced
that the recent cases of sex with 11-year-olds that “rightly shocked public opinion” would now be judged differently.
“With these rules, these rapes will indeed be considered as crimes,” she said.

The law must now pass through the Senate...'

So the idea was on the table of deebate, France's Parliament just felt it was too extreme for voting sections of their society.
But as Wallfire indicated, this behavior will just continue and another shroud of mistrust will hide it.
