There, for awhile, on my last tour in Yongsan, we had a young lad who would pace the post playing his pipes.  He was eventually joined by a drummer.  They played after dark ... but, not too late.  To my knowledge no one ever complained.  If they did ... they were ignored.  Left a memory, and a favorable one.

BTW - Did you post The Isle of Cumbrae Pipe Band deliberately for me???
They are from my wee Holiday Isle!!! (But playing on the mainland in that clip!!)

You know, every now and then - and it doesn't happen very often - a fine, blind, red rage will climb up on my shoulders, grab my ears for reins, and send me off into God only knows where, Now, this is weird, but when that occurs, the ONLY thing that has a hope at all of keeping me from going utterly, entirely, irrevocably, and with abandon postal on the object(s) of that rage is this song. I have no idea why.
