I do seriously doubt they will be arresting or prosecuting any downloaders. Prosecuting them would likely involve discovery, and releasing the information into an official court record as evidence. They're not gonna do that. Folks will just get vanned for a one-way trip, and never be seen or heard from again is my best guess. This will involve some extrajudicial shenanigans.
If I were going to download any of this crap - which I ain't - I'd do it on a throwaway netbook or something cheap like that so that it wouldn't hurt when I black-holed it, and download it from a public wifi... I would walk several blocks - not drive - to get to the wifi. and wear a big floppy face-hiding hat for the benefit of the surveillance cameras. I'd also black-hole the hat, and anything else I was wearing for the video cameras. Then I would encrypt the whole shebang with at least a triple algorithm cascade, and save it to multiple microSD cards, and distribute them in various locations where they could not be found, and let those locations be know to a very few tight-lipped people in case of my likely demise.
It's not that Biden is very dangerous at all - he can barely recall his own fucking name - but the Handlers are some very dangerous people indeed. They will be the ones giving the orders to van and disappear folks. Just memory-hole them right off the face of the Earth. Hunter is not too dangerous, either - he's not bright enough to be dangerous. It's the Handlers that will sweep it all under the rug, just like they have done for everything else.
