Weird. Looks like a child in a bunny outfit to me. Very fuzzy.
The events surrounding this are strange indeed. Could it have been a child involved in a trafficking case that they didn't want to put on the record? Was she/he trying to escape?
Or, was it a ghost?
We'll probably never know anything else about this incident.
