My pet conspiracy is they do this intentionally to fool searches for FOIA requests, especially with the FBI files. Then again could be just dumb interns.
Would this suggestion of either deliberate-or-dumb stretch as far as the discrepancies in a long-form birth certificate
AFTER it was scanned in?
