This is a great question. How do you go about corralling an IC who has everyone monitored? Who is without sin?
And if they don't have any dirt on you, then it's easy enough to invent something. Who is going to believe you?
On top of it all, those dedicated to the "Cause" believe they are doing God's work. Defenders of justice. Not exactly a formula for impartial enforcement.
Go against them and you'll see what happens. You'll disappear faster than a fart in a windstorm.
Historically, I'm not sure if security agencies anywhere work any other way. So, what does one do about it? I'm not sure. Weak willed Americans elect weak willed representatives.
