Finding a non-political set of people to 'clean house' would be a real problem. The FBI are so well-entrenched
with those who use it as a cudgel, the sensitive information it holds would demand security clearance so high
that anyone chosen would be constrained to do what's needed to be done because what they would discover.
It could possibly damage the day-to-day running of what we call governing.
Corruption takes many forms and is at many levels, that was why J. Edgar 'does-this-dress-make-my-bum-look-big'
Hoover kept the most politically-harming information to himself, his boyfriend... and possibly some of his 'Italian friends'.
I'd just shut it down and create a new agency, although it would only be a matter of time before it -too, became infected.
