While these haints may be in some way connected to your neighbors, it will not be through their religious practices or rituals. Earth Spirits gain their energy from Earth, and this section of Earth is not theirs, so they get no power from it. Given your area, if it is Earth Spirits or "The Old Gods". it is not from them - it would be residual motshemonetoo from the Shawnee spirits that once lived there. Could be wishemonetoo, but given their dark nature and furtive behavior, probably not. If that is what it is, maybe awakened by recent unrest and fear porn, burning a bit of sage, or Red Cedar, or sprinkling some "Sacred Tobacco" (nicotiana rustica, not regular smoking tobacco) along walls, or some combination of all 3, should keep them in line.

If it is "Shadow People", they are not tied to the land, they are tied to dimensionality, but are harmless unless they can inspire fear . Just ignore them and starve them out. They should prefer hanging out with whomever attracted them, anyhow, because that is where they can inspire fear and "eat". Those gain their power from strong emotion (of which fear may arguably be the strongest), rather than from Earth energies.

I have learned from experience that the best way to deal with things of this nature is to fight instinct and use my brain. Since they remind me so much of the Shadow People first I will try ignoring them and starving them out- they will get no negative vibes from us. Since they don't seem to be interested in us I'm guessing that when the neighbor moves they will go with him. If for some reason they remain I will make the space more uncomfortable for them than it already must be. I have additional steps if they become necessary, though I prefer not to make adversaries unless it becomes necessary.
