Biden was never meant to be POTUS for very long. They are showing the world how ill he is, and at the same time when Biden is on TV Harris is always close by. The reason for this is to get people use to Harris and to show how ill Biden is so when he is replaced everyone will understand why and be already use to Harris.
The other thing is when Harris takes power they have a scapegoat to blame when things dont go well.

Add to this at the moment people of colour can do no wrong, so if anyone criticizes Harris when she is POTUS they are just racists'.
