I think a big part of the problem for the authorities is that their "truth" is mostly a collection of data about the phenomenon, but which does not explain -what- the phenomenon is.
If that is the case, their honest disclosure would be something like, "yeah, something is out there that can travel through our air, oceans, and into space ... we can't stop it, and, on occasion, it appears that whatever this is, it abducts people and animals for reasons unknown."
That kind of disclosure is non-starter for the authorities. They will only lose power by doing so.
