At least this picture is clear.
It could easily be a large snake. If it was close by, it would look larger in the water due to no reference point of how far the photographer was standing on shore.
I think, if the Loch Ness Monster really does exist, it only on bleeds into our reality from a parallel reality from long ago, and only when the conditions are right for it to bleed through. Thus, why no more evidence is ever found.
