They have a name for that in most states. It's not "kidnapping" because they don't transport the victims away from the scene of the crime, it's usually "unlawful detention", "false arrest", or something along those lines, and will cause the perpetrator to do some jail time in most jurisdictions.
I guess maybe BLM folks are sorta "special" - they could have hauled that crowd away in a series of short buses, straight to the jail house.
I don't see anything like that happening around here, though. There's way too much high ground, and if traffic ever gets jammed, the riders won't have much else to do during the detention time...
