I believe they are gravitating towards the racial angle because it's the low-hanging fruit, easiest for them to get to without having to do much work. They stop there, and ignore the real reasons, the deeper issues which cause the demographic rifts which they are shining the light on.

I'm not sure how it is in the UK, but in America urban communities are bieng hardest-hit, because humans-all-in-a-huddle transmit the virus among themselves exponentially more easily. It's basic physics - the farther you are from the source, the less likely you are to get splattered. Lower income folk with darker hides tend to congregate in certain urban areas here, living in much closer proximity to each other than other, less urbanized folks.

I believe it's not so much their skin-tones causing the infection rates as it is their proximity to each other. It's their congregations rather that are the main source, with the skin tones just being a side-effect to lead research astray.

Even here in my own county, where "social distancing" has always been a way of life rather than a pandemic imperative, we have I believe, at last count 15 or 16 cases, every single one of which, except one, are in one single highly compacted location, a boarding school heavily populated by outsiders.

SO - they seem to be concentrating on a diversion to me, and ignoring the real threat. Race ain't it.
