Personally, regardless of whether it is Cummings' real signature or not, I would use those subpoenas to line a bird cage, or wipe my ass. As far as I know, Elijah Cummings was not a judge, and therefore not empowered to sign subpoenas to make them of effect.
As George Bush famously said of the Constitution - "it's just a goddamned piece of paper!" - and more so are these. They're just goddamned pieces of paper, not valid legal instruments.
