But, if this is true, why are we still seeing him waving his finger at the American people and trying to enact laws while making sure the public is focusing on other things, like mass shootings?

I looked around You Tube and found this. Haven't watched it myself, but it looks like it might offer some documentation, and someone who knows the subject. I'll look more thoroughly through what I have on file tomorrow, but this might be a start:
