The red bit is the important and relevant data that needs to be applied to the question. He hits 40% of the time and 40% of 200 is 80 ... so he can kill 80 mofos before he gotta reload. The fact that it would take 15.384615384615384615384615384615 drive-by's to achieve that many kills is irrelevant to the question.
