A high-level policy document released in September listed the sanctions that could be imposed on any person or company deemed to have fallen short. The overriding principle: “If trust is broken in one place, restrictions are imposed everywhere.”
A whole range of privileges would be denied, while people and companies breaking social trust would also be subject to expanded daily supervision and random inspections.
The ambition is to collect every scrap of information available online about China’s companies and citizens in a single place — and then assign each of them a score based on their political, commercial, social and legal “credit.”
The government hasn’t announced exactly how the plan will work — for example, how scores will be compiled and different qualities weighted against one another. But the idea is that good behavior will be rewarded and bad behavior punished, with the Communist Party acting as the ultimate judge.
This is what China calls “Internet Plus,” but critics call a 21st-century police state.

Yeah, America has had a lite version of this for some time, places like "Equifax". A "credit score" is just a lite version of what is described here, but essentially the same thing. They score you, and decide who does and who does not have the privilege to buy something. What is described here is just an extension of that basic philosophy.
I probably won't fare very well in society when they get around to full implementation here, if my reaction to "credit scores" is any indication. Once upon a time, I had excellent credit, and could get anything I wanted on just a signature. I've bought cars on a credit card. BUT - the notion that someone else thought they had that much control over me, control that was based upon information I could neither access nor correct, control that dictated whether THEY said I could buy something or not, rankled me a bit, So in 1993, I destroyed every single credit instrument I had, and have not used credit since. Sold all my stocks at about that time, too, just a couple years later.
It's not easy. they will woo and wheedle and beg in a effort to get you to return to the credit fold so that they can make unearned money of of YOUR hard work. When that doesn't work, they'll try to throw blocks in your path to FORCE you back to using credit. If, however, you can persevere and keep telling them to kiss your ass, you didn't want it bad enough to beg them for it, eventually you can get into a non-credit groove, and they will forget all about you. Now at this point I have NO credit, just like a newborn baby. It's been so long since I used any that they've probably written me off as dead in my file, thinking no one could go this long without begging them for credit. Probably doubly so since some kind soul continues to pay my taxes, and no one, but NO ONE ever asks for any of them back. Folks in the modern age just about HAVE to be dead to lay that low!

Now, when they fully implement this system here in these United States, life is likely to get interesting around my house. They'll first go for the credit score files as a base of data, then add tax information and whatever data theft giants like Google and Yahoo have on any particular individual in order to flesh out the "social profile score". (ever wonder why Google constantly nags you for your mobile number? Hint: it ain't got a DAMNED thing to do with your account security, but oddly enough it provides a dandy way to track you and link up all the data they are gathering on you!)

China is one of the countries where a Police Officer or Local Government Official your Housing Morality Agent or even the Bus driver or Train Conductor can ask you for your Papers!
To prove you're a Chinese Citizen, resident, or allow to travel out of your City.
The Morality Police can come to your door and expect to be allowed into your apartment for their inspection.
Yes China has gotten a little more liberal and not as Suspicious of Each other but they still control your Internet and the Schools and the Entertainment Industry.

I found out it is a push by the government to make everyone register their phones with a real ID - I bought my SIMs over the counter.
So it is not just targetting me, but a countrywide initiative to crack down on anonymous SIMs and numbers.

Hehe .... the sims I use when in china registered to a dead guy .... same with my sims in singapore .... vietnam .... malaysia ...... only one that got my name is japan as it contract no prepaid sims in japan .... even so am largely a ghost an dont exist in any databases ......

If you have a passport or driving licence, you are on a database. Also a bank account.
There are many databases, not just phone records.

My phone is registered to a name and SSN I occasionally used long ago (the gummint gave that SSN to that guy unbidden, so he's "real" on paper at their behest), rather than the name I was born with and use now. I did it that way on purpose, not to hide from anyone but so that folks important enough to bother me wouldn't. I'm not that important - certainly not as important as the vast majority of humanity on earth, but there are places and databases and files where that name is linked to an individual who would be more trouble to bother than he is worth, so I mostly get left alone.
I'm actually a very nice guy and something of a wimp, but the other guy, not so much.
I did "de-google" the phone as much as possible, but it's an Android phone, so "de-googling" can only go so far, since Google owns and maintains that OS. I turned off and zapped ALL of the so-called location services that can be turned off and disconnected it from all the crap Google tries to link their phones to, but ain't foolish enough to think it can't still be tracked, so the next best solution was to let dear old Dave "own" the phone I use.
About 2 weeks ago, Google - or someone - magically re-loaded all of the stuff I had disabled and zapped (during an "update" I suspect), and reactivated them. They ran for a bit over 2 hours before I noticed and eradicated them again. Whomever did it tried to have the phone automatically connect to Dave's e-mail account, but didn't git 'er done. It was just enough to show that Dave is still a "real" person, still kicking around, and generally where he was - within about a 2 mile or so radius, given the nature of cell service in this area. The camera and the mic were also activated at the time, which is what led me to notice it at all.
The Credit score databases will be, I believe, the basis for the surveillance society. They will build on that base by adding in tax records, and now thanks to Obama's forced electronization of medical records your medical records will be added in, and legal records, AND, the kicker, all the data that Google collects on every individual on the planet who deals with them. Ever wonder why Google tries to track you? Ever wonder why Facebook does the same, and tries to get you to enter your location every so often when they can't get a good fix through the internet? They're saying it's for "marketing", of course, a perfectly plausible explanation, but when the bigger picture is viewed, it's a lot more sinister than that.
What about your cell phone magically popping up places to buy crap within walking distance of where you are? Sure, you can actually use that to buy crap, but in order for it to work THEY HAVE TO KNOW YOUR LOCATION... and selling shit ain't their only reason, just the one they tell the kiddies, who just plain eat up the "convenience" of it, and LIKE being able to know just where to go from where they are to get what they want.
Yeah, we've been in it for a while now, and they've figured out how to make folks like being watched.

Yeah, the "Powers That Be" must let the people know what they plan on doing BEFORE they do it. It's a universal law of some kind. So they put it in movies and books, then say, "Well, we told/showed you long ago." It's their "legal loophole" in getting around the law they agreed to obey.

@"Ninurta", I got rid of my credit cards back around 2005, and haven't used one since. Like you, if I don't have the money, I don't get it.
Also, I NEVER give out my phone number to any of these places online requesting it. If they need my number, I don't need them. And I keep my tracking turned off on my phone. I guess if I have a wreck in the middle of nowhere, I'll just have to wait for a hiker to come along and find me.
I'm a nobody; no one interested in finding me, but I don't like the idea of others who have no business poking their nose in my life knowing things that should be my personal business.

Long, long years ago, back when we were in the rodeo business, a couple that we got to know real well, supposedly had access to black market government tapes.
(from a friend who worked on the 'inside' we were told)
Now at the time, sure me and Jim had always had a suspicion of some of the dark shady activities that our govt/military does and has done.
But they were in to it big time and had warned us of a few things to come.
They carried ear plugs around all times due to there is a frequency where the sound is so high pitch, some claim that it can bring you to your knees.
They believed from the tapes they saw, that the govt has a way of doing that to control the masses if there was social unrest.
(anyone notice loud speakers on telephone/utility poles?)
This was before cell phones really became hot, and they warned that the populous would see them as a fun 'toy', with all their information handy, a convenience to them.
All the while, the govt would have access to their info as well as location(s).
Cannot recall all that they told us, but they sure have been flashing in our minds here lately.

Anyhow, point is....much of what they said would happen in the near future, some of which at the time we weren't sure what to make of it, is happening now.

Imagine by now, they would be considered your hardcore preppers, leery of what the government has in store for us.
Being as they traveled like us, they even had bug-out bags for in case of SHTF when on road.

No Checking/Savings acct...nothing to do with a bank, haven't for years.
Sadly tho, the majority of the people are blind to what is going on around them and do not believe our gubberment would turn on their citizens.
