I understood him to be asking about the pay scale difference of women and men at the same job but most women work part time, so in a month time would not make the same amount as men.
When the video is Translated into Chinese that is how he sounds, AM i wrong????? 
If so, it is the translation from english to Mandarin.
Sorry but that is how I perceived it.

OK, I'll retract my post.

That was definitely in there, and he seemed to understand that - but when the committee explained that they "annualised" the part-time figures, so that the part-time workers figures were the equivalent of the full-time figures, he asked if they took into account the fact that men generally work longer hours than women... and they didn't know.
When he asked if the hourly rates for men and women were actually different... they didn't know.
They just kept referring back to their data, but none of them could explain it properly...
So, I took it to be that the committee looked foolish for not knowing what their own data actually contained!

Maybe @"BIAD" knows? LOL
