@MW, I looked at the short video and to me it was a person in a Hi Vis vest with a helmet. So it was in my mind an engineer sent there to check for any damage. As a rule an arsonist does not stay in the building that he/she has set alight, stand outside and watch it burn, yes but not in the building.
