One reason it's happening is to have a way to retaliate against President Trump because they know the Mueller report is about to clear his name. They need something to point a negative light on the President, so they had to "invent" one. It also keeps the headlines off the recent Page and Strozk testimony transcripts that clearly show that the dossier used to get FISA warrants was a hoax.
They'll keep this going in the news as long as possible to keep eyes off the truth.
Keep your eyes open and expect more FF's or staged events as we get closer to Mueller clearing Trump and the FISA reports being Declassed for the public. I hear other countries were involved in that too, especially Australia and the UK.
