Smells like bullshit to me... but the only way to really evaluate the claim would be to know all the steps in his "experiments" and the construction of his device. 20ms really isn't a very big warp, and could conceivably be caused just by moving the device from one place to another at varying speeds.
In other words, Warren's "time warp" could just be an artifact of poor experimental design and control.
