hmmm... the time it takes a signal to travel down a cable and back can be affected by many different things.

A variation in the signal supply voltage used can cause changes in signal velocity.
A variation in the frequency of the signal itself can cause changes in its velocity.
Passing the cable through a magnetic field can cause changes in signal velocity.
Changes in temperature can even cause changes in signal velocity.

If his "detector" was set up and tested in an air conditioned lab and then used out in the desert to actually get the results then there could be a measurable slow down of the signal, simply due to the temperature variation!
