So, how do you "measure the rate of time" out in the desert?
and what is a "differential time rate meter"?

I thought that you could only detect different rates of time by having TWO synchronised and VERY accurate timepieces, one at a control site and one at the test site (or on the test craft...) and then comparing the two after any experiment or test?

Anyway, you can in theory slow down the rate of time by the application of a very strong gravity wave/beam.
I think we touched on it in another thread?? (A lit candle placed in a high energy gravity beam will stop (in time) and won't burn down any further, but still gives off light!! Proving that light exists independent of time...)

I doubt that the researcher has the capability and tech to detect a 20 nanosecond "warp" in time, but if he does then... maybe they're testing gravity beam weapons or drive technologies on one of the bases out there?
