My way of looking at this,  they've done nothing more than to use tax payers monies to assure they have clean needles and someone to babysit them as they shot up.

Yeah, this article really seemed to be 'blessing' the situation and implying that 'feelings'-charity is
better than aggressive tactics to stop the addiction.
