Explanation: This was a fire waiting to happen! 
Primarily I blame the architect who originally designed the building without any sprinkler system installed and I also blame the architect who signed off on the flammable exterior cladding!
In both cases "WTFH!" ???
They should be taken out and shot!
Personal disclosure: I also say this boils down to greed and or the negligence of the council, the tenants management organization, the construction company and the tenants themselves!
