I think we can safely speculate that what goes on in the upper floors is a think tank of how to bring Donald Trump down and take over the world, while depopulating the human race.
Q said in one of his posts that the seventh floor (shadow government) had been... I forget the word he used, but I think it was "neutralized". Anyway, apparently they are no longer a threat.
