Hawaiian Officialdom are saying it's human-error, I'd like to know how an warning system is down
to a person making a decision to falsely alert a whole State!!

I've read in some places a decision like this has to go through several people before sending out an alert.  And look how long it took them to tell the public it was a mistake!   No, I'm not buying it.
