See this video? It took place in Saint-Denis district around 1 AM on the night of Thursday, the 28th of July 2016. The masked men set up a road block, and screamed “Allahu Akbar” as they threw a Molotov Cocktail into the driver’s side. I don't think anyone has forgotten the similar tactics used during the 1992 Rodney King Race Riots in Los Angeles, and recently by the new offshoot Urban Race Terrorists.
So, its simple. Don't stop. Don't get boxed in, don't play the game they want you to play. Certainly if you can avoid such things, do so as your shiny new ride will not look as nice after running a road block. But that said, better the scratches and dings are on your vehicle than on you. We all like to drive nicely and generally obey the rules of the road, but you must understand your car or truck is a far more powerful weapon than your sidearm. And there are times when you must deliberately forget all those nice driver rules.
These roadblocks are of one of two types. The first is when other vehicles are used in an attempt to physically prevent your passage. The other is by the presence of humans in the road under the pre-text that you are reluctant to injure them.
These former situation usually involves one or two vehicles parked perpendicular to the road, blocking the way. These road block are usually manned by armed men who rush up to the unwary motorist who stops. You need to understand that in the USA, if the police are setting up such a roadblock, they will all be uniformed and wearing highly visible gear showing they are Police. Undercover people will not be running or manning a roadblock.
Obviously, if you see this in time, and have room, you can execute a tactical maneuver to get away. You can drive backward and get away, you can make a quick turn, or even drive up on the sidewalk. This is also the case if you are driving a fuel-efficient roller skate car, and the road block is made up of larger trucks. If you are driving an SUV, you may use this "off road escape" as the easiest way out.
If you can't see these other options being successful, your only option is to ram your way through it. As long as you do it correctly, ramming will not disable your car or you, and allow you to get away with minor cosmetic damage to your car. Even if your car receives serious damage, you will still be able to drive away a distance (across the border?) before it stops.
Its important that you don't do a pedal-to-the-metal ram. This will destroy your car for certain. As you approach the roadblock slow down slightly, as if you were going to stop, and then put the car in its lowest gear. As you close, accelerate toward the offending car. Pick a ramming point toward the trunk area of the road blocking car. Go to one side of the road or the other, rather than right down the middle if possible.
The points of impact are determined by what is easiest to move. The engine area is heavier and harder to move than the trunk area. If the trunk area is against the curb, however, hit the engine area instead. It won't do you any good whatever to "T-bone" the car in the middle. Hit the car at an angle and keep the full acceleration as you push your way through the collision. Remember to keep your speed below 15 mph. After you are clear of the road block, get out of there as fast as you can.
If there are two cars together, you follow the same procedures, but hit the block in the middle, and then push your way though. In either case, stay as low as possible because they mat be shooting at you as you try this. Ramming is like many other things in life. Once you've done it once or twice, you never forget. There are schools that will have cars for you to ram. These schools may be a bit pricey, and there are alternatives. You can gather a couple of interested associates and go in together on a half dozen junk cars. Pick a private lot, or any place where you won't be bothered to practice. Set up the cars as you would encounter the roadblocks. Then everyone gets a few tries at it. You can even sell the cars back to the junk dealer you got them from after you are done with them.

On the "bad guys in the road way" scenario, again, if you can avoid the issue, do so. But if you cannot, please review the images of Reginald Denny from 1992. And the images of the Molotov Cocktail on the French Bus, the ask yourself who the most important person on the road is that day. The answer should be "YOU".
