I found where it states they were Immigrants, What were they?  Here on a Student Visa and then deciding to emigrate?
That doesn't make them American Citizens, NOT Until they take the test and get Sworn in as Naturalized American Citizens, then she could have been born as an American.

Harris was born in 1964, was her parents Naturalized then?
