Japan man nabbed for trying to steal car .... with cops inside

Here in japan we have very little crime ...... with most cases being more on the comical side ...... such as this one where in the early morning hours guy tried to steal a car ..... difficulty ..... cops were sitting in the car at the time ..... guy was arrested shortly after ......

Didn't see the cops inside? Were they hunkered down, or something? 
Sounds like entrapment to me.   But, hey, he shouldn't have been trying to steal their car.
