It is not clear what the massive cargo of marbles were for or where they were being transported. But the spillage reportedly led to traffic congestion in the area.

Honestly many would sign up for it just for the chance of fresh air and being outside the prison walls for a while.. that would be the best way of handling the situation I agree with you.. some nice non violent class D felons could do it, and happily so.
