It's the Cops job to fix this problem. The ultimate anarchy is when vigilantism takes the stage. It is the constabularies place to mete out justice, not the public at large. The police need to take action and their superiors need to take responsibility for the fallout. If those in higher up position take inappropriate action like firings, that's what the Court system is for.

Which one of those solutions do you think would actually work in 'the real world'?

I think I deserve an 'honest' answer for an honest question.

Both solutions solve the issue at hand. One of the solutions is enacted within the rule of law. The other solution creates new criminals in it's execution.
I suppose the more prescient question is why you believe my solution isn't viable?
