North Korea has opened a border dam without warning causing river levels to rise dangerously further south.
The communist nation has an agreement in place with South Korea that it will inform them in advance of opening the Hwanggang dam after six people died in 2009.

A sudden opening of the reservoir sends water rushing into the Imjon River further south posing a threat to those living in low-lying border areas.

South Korea’s military noticed the release on its own on Monday evening with water levels under the Pilseung Bridge rising to 5.97 meters as of 5 p.m, according to the Korean Herald.
[/url]It’s considered a crisis if water levels under the bridge reach 7.5 meters.
