What would the significance of these people be that would make them good enough to “sacrifice”? like if I were all into that dark and evil shit and I wanted to impress the boss id do a little better then a horde of meaninglessly small poor people and their pets. 

Also the logistics of something that scale would be a feat all in itself as well.

No idea. Maybe they just lived in the wrong place. Tunnels are presented. There was a satanic activity there for a long time.
And the idea of the depopulation is to remove the poor and old. Those homes are not the best one in Moscow.
Remember that in Canada they have allowed free suicide for the homeless, poor and sick?

Logistic of this scale is not a problem for the shadow government. They can build underground bases almost unnoticed.
