The Italian city of Bologna is set to launch a social credit score style system, dubbed the “smart citizen wallet.” Participating in the program is voluntary, for now.

I though it would happen in USA or Russia first, but seems i was wrong.

Ah, there's that word again, "Voluntary" - free will. LOL

Various countries based on population size & demographics are chosen first for NWO beta testing. A country like the USA which has far greater pop size + highly diverse culture is a much tougher nut to crack for the globalists to win hearts & minds. Italy is predominantly Christianity and therefore (perhaps) part of their plan is the USA will follow (or significant portion) lock 'n step based on free treats & psychological warfare tactics employed.
