The situation here was unique in that West Virginia was born in war, as it represents the split of a single state, Virginia, into two states during the Civil War. When WV was formed from parts of Virginia, it was written into the Constitution of the newly formed state that it could, at any time, accept membership of other counties... and that provision was never removed from the WV Constitution.

Because a state constitution cannot include anything not allowed in the federal constitution, W. Virginia sounds like a case that could set precedence for other states to follow.

Incredibly bad for Michigan with our current governor, but that could change real soon.
