This is BIIIIGGGG business...for lawyers, states, cities, counties, around the world, etc... Who owns the water?
New Mexico did this to Texas via the Pecos River many years ago...transforming lush grasslands and the best watermelon/cantaloupe soils in the Lone Star State to eroding deserts...so that Carlsbad could have a river walk and lake. And, as time would tell it, when questioned "what gives you the right?", all NM has to respond is "SUCKS 2 B U!".
