It is my opinion, and others, that the sell to the university is only being used as a cover to continue their "research". Also, there are smaller versions of HAARP being used all over the globe. One is small enough to fit on a ship in the ocean waters.
And, if you had read the information, it said Snowden has some kind of protective surface on the walls and ceiling where he is hiding/living that prevents these "beams" to reach him.
