Agreed, they want the guns badly.  My advice to everyone:  make your own ghost gun.  For an AR15, you can buy a lower receiver that hasn't been milled out, but they sell templates the receiver sits in and you mill it out yourself, no serial number, and 100% legal, at least here in PA.  The mill you'll need and the template, plus the unmilled receiver, will run you about $400. Then buy an upper receiver for about $200.  600 isn't bad at all for an AR they don't know about.  Those prices are rough estimates, but close.

A fella has to wonder just how good those carbon-fiber and poly 80% lowers are. I've seen them, AND the template together, go for as low as about 80 bucks. From there, all ya need are a couple drill bits, a drill press, and maybe an end mill to get 'er up and runnin'. Now, if a fella already had an AR, and fell upon COVID hard times, and in a fit of drunken hunger disassembled his AR and parted it out for parts to other folks, but kept only the lower with the serial number on it... and if by some odd coinckydinky turned that serial-numbered lower in when the stormtroopers came 'round to collect guns, since technically the only part that is a "gun" is that serial-numbered lower... 

Well, that fella would be "in compliance", and those parts might somehow find their way back through some grape vines...

OR - If a fella bit the bullet and went ahead and NFA registered his mean old "assault weapon", well, one NFA firearm is much like another, and since the taxes and the penalties are the same for a full auto machine gun or a muzzle loading squirrel rifle when they add those to the list, well, during routine maintenance, on might accidentally go from semi-to full auto, and that might happen several times around the nation, and before you know it we would be in a machinegun nation, which is exactly what the NFA was supposed to prevent instead of promote... I mean, there are what, 120 million AR's or so here? That's a LOT of new machine guns...
