Do Gender Studies programs create activists?

Sure it does sometimes.

Especially when the "students" are already half brainwashed and emboldened under false pretenses and propaganda.

Right!   So why do we fund these programs?  If a Gender Studies degree trains you to agitate, agitate is going to be what you do.  So public funds are being used to cause public conflict and disruption.
