No. You're quite incorrect. The verification process is the same for absentee and mail-in ballots, period.

Then why are mail-outs getting returned as undelivered ?

And mail-outs are getting sent out without requests to every "name" on the registration rolls regardless of verification which means dead, moved away, etc. 

An Absentee Ballot gets verified before sending to the voter.
