Re: playbook.  YES.  I think a lot of it is laziness.   One group produces a "plan of action", and thanks to the internet, every like minded group on the globe gets a copy.

Plans of action energized even in cultures where they make no sense at all.  Cue Q:

These people are stupid.

But my oh my, they have certainly wormed themselves into positions of far too much influence.
