Included in a video I posted yesterday about mind control, there was a section that told about the different brain waves and which ones could be used to activate a targeted individual. These people are called Sleeper Cells.
Delta is the brain wave used to activate Sleepers, so I think this is what is being referred to above in Q's post; a sleeper will be activated to carry out a car attack.
